As a Kellogg fellow, Dr. Chaves rec

As a Kellogg fellow, Dr. Chaves received training in pharmacology at the University of Illinois. Two years later he did work in public health at the University of Michigan. Later, as chief dental officer for PAHO, he was involved in the development of Kellogg-assisted programs.
